how can countries prevent plagiarism?

i dont think we stop copying music without allowance.   I dont think we can stop copying or downloading music
 

because internet grows now so there are a lot of network which we cant control at all .

korean goverment doesnt allow nation download music  Korean Government doesn't allow the nation to download the music

from website but there is a way to download on gogle .

its about overseas website which korean goverment can not control them.

so i have a some opinion about stoping that .  so, my opinion to stop copying music is

they have to make a pakage about one and one

. likes if you download one music and you can gain one other music as well so there are a lot of way to protect about music right
